In late 1990s, the Board of Directors of CMS decided to improve the housing conditions of migrant farm workers in Mesa County. Much research was conducted to explore what kind of model would work for Palisade and East Orchard Mesa. In collaboration with the Colorado Division of Housing, CMS came up with an innovative plan.
Working with participating growers, CMS secures funding and puts manufactured housing units on these growers' land. Initially, CMS owns the units and is responsible for keeping the project in compliance with all regulations. Growers pay a monthly lease to CMS for 20 years. At the end of the 20-year period, growers own the units.
As of July of 2008, CMS has built 12 housing units with the maximum capacity of housing 88 migrant farm workers in Mesa County.
